You are not doing anything wrong. When you choose the "Disable Restore.." option - you need to select "Update Baseline" to make the changes permanent.
As you can see from the following screenshot

Disable Restore" option there is a button to "
Back-Out changes" - This feature has been implemented so that if you wanted to easily back out of the changes that you may have made to your PC
(ie. you install a critical OS update and it is incompatible with some of your existing software). This is a safe guard so that you have a final option of backing out of the changes made while the PC was disabled from any restore functions. Of coarse, if you do not update your baseline the files that you had changed still exist in the original baseline.
(just in case you need to back out of the changes). The way to recover the disk space would be to
update your baseline and then restart your PC. However, once you update the baseline you will not be able to back-out any further.
